    Bennett Environmental Inc. wants to set up and operate a PCB incinerator
    in Kirkland Lake to treat up to 200,000 metric tonnes of contaminated

    soil, sludge and other debris from across North
    America. In December 2001, Bennett released their draft environmental
    assessment application, describing their "High Temperature Thermal
    Oxidizer".

    TUESDAY, JANUARY 15, IS THE DEADLINE FOR PUBLIC COMMENTS!
     
    Write early, write often!
     
    Bennett Environmental has told the Ministry of the Environment it will
    "log each comment recieved and track its response, and how the comment was
    incorporated into EA planning prior to the submission of the Final EA
    for approval". Make Bennett respond to you!

    Some suggestions for comments to include in your letter:
     
    1. Who you are and why you are concerned about Bennett's proposal to
    incinerate PCBs in Kirkland Lake (for example, you are a local resident,
    and you are concerned about health effects; you are a resident of
    Temiskmaing District of northern Ontario, and are concerned about
    environmental effects and transporation risks; you are a resident of
    Ontario, and are concerned about Bennett's proposal to import PCBs into
    Ontario; you are a concerned about the effects of incineration or the
    long-distance transport of POPS, etc.)
     
    2. What concerns you about the Bennett draft environmental assessment
    report (we do not have to make the case against the Bennett proposal at
    this stage in the Ontario EA process - that can be done best after
    Bennett has submitted their final report; the challenge at this point is to
    critique the draft EA report, and comment on what Bennett FAILED TO
     

    INCLUDE
    or describe in enough detail). For example, there is no description of
    the toxic waste Bennett proposes to incinerate, including pesticides,
    herbicides, fungicides, wood perservatives, PCB, PCP, PCDF, PAH, PCDD,
    TCE, coal tars, hydrocarbons, creosote, and "others"; the assessment of
    health impacts and risks is incomplete; etc. If you have time, you can find the
    draft report on the Bennett web site at www.bennettenv.com; if you dont'
    have time, you might want to write a simpler letter, saying - in your
    own words - that the report is incomplete, inaccurate, contains
    contradictions and errors, and does not provide enough infomation to properly evalute
    the proposal.
     
    3. The comment period was too short, and coincided with the winter /
    Christmas holiday season, making it harder for the public to
    participate.
     
    4. You would like a response to your comments, and to receive a copy of
    the final report when it is completed.
