Since 1995 10,000 violations of Ontario's wastewater laws have occurred with
only 11 charges laid against polluting companies.
 
Violations have increased from 700 in 1995 to more than 3,200 in 1999.
 
More than two thirds of polluting companies each year are repeat offenders.
 
Lack of enforcement means there is now no deterrent to polluting of the
environment by those who choose to do so.
